How long is the delay between the up and down in a click? Is this a setting in QuickACCESS?

It is a delay of 100 ms.

It isn't a setting right now, but it could be in the future if your application needed it.

Inside Windows 7 and 8 there are registry settings for mousedoubleclickheight, etc. There are actually four pertinent setting on the same page including hover height and width and click height and width. They are set by default to an amazingly low 4 pixels. That means that anything that makes the computer think the cursor moved will negate the “double” click. It also seems to affect single clicks that require longer duration such as the 100 msec click of the eyegaze camera.
